Designed to keep your home warm in the winter and cool in the summer, properly installed insulation can significantly lower your electricity bill. There are several common types of insulation – fiberglass, cellulose, rigid foam board and spray foam – all of which can help you save electricity and money. When adding insulation, make sure you know the R-value of the product you are considering. Used to measure the insulation’s thermal performance, a higher R-value will deliver more insulating power.

For all insulation incentives installed on or after September 1, 2010
Completed Incentive Application and required documentation must be received within 90 days of completed service (the date the work is completed) to meet eligibility criteria.
Home must have an electric heating system or central air conditioner or heat pump serving at least 80 percent of the living space. For floor insulation, the home must have an electric heating system. Home must have been built prior to the year 2000. The total incentive amount will not exceed the purchase price. A completed diagram of the home is required (included in the incentive application).
Please be sure to review all program qualifications below.
Attic Insulation Option 1
- Pre-existing insulation level must be R-20 or less.
- Install at least an additional R-19, up to a maximum of R-29 (installing R-30 or more qualifies for Option 2 insulation).
- Final total insulation level must be R-38 or higher.
- Incentive levels:
- Electrically Heated Homes:
- $0.30 per square foot of insulation installed
- Homes with non-electric heating, cooled by a central air conditioner or heat pump serving at least 80 percent of the living space:
- $0.08 per square foot of insulation installed
Attic Insulation Option 2
- Pre-existing insulation Level must be R-20 or less.
- Install at least an additional R-30.
- Final total insulation level must be R-38 or higher.
- Incentive levels:
- Electrically Heated Homes:
- $0.40 per square foot of insulation installed
- Homes with non-electric heating, cooled by a central air conditioner or heat pump serving at least 80 percent of the living space:
- $0.15 per square foot of insulation installed
Wall Insulation
- Pre-existing insulation level must be R-10 or less.
- Install at least an additional R-11.
- Incentive levels:
- Electrically Heated Homes:
- $0.45 per square foot of insulation installed
- Homes with non-electric heating, cooled by a central air conditioner or heat pump serving at least 80 percent of the living space:
- $0.30 per square foot of insulation installed
Floor Insulation
- Home must have electric heat as the primary heating source.
- Pre-existing insulation level must be R-18 or less.
- Install at least an additional R-19.
- Incentive level:
- $0.25 per square foot of insulation installed
Bonus Incentive
An additional $200 per home will be available if two qualified areas are insulated at the same time, in the same residence by the same contractor. Any qualified combination of areas is acceptable (electric – attic & wall, attic & floor, wall & floor; gas – attic & wall). Project information must be submitted on the same application and invoice showing all work was performed at the same time. Both areas must be independently qualified for incentive. The $200 is in addition to the standard incentives offered by the program. Home must be built prior to the year 2000 to be eligible. If attic is qualified, 100 percent of attic above conditioned space must be insulated to receive $200. If walls are qualified, 100 percent of exterior facing walls must be insulated to receive $200. If floors are qualified, 100 percent of floors above unconditioned space must be insulated to receive $200. The total incentive amount of both qualifying areas plus the additional $200 may not exceed the total purchase price.
For electrically heated homes insulated on or before August 31, 2010
Home must have an electric heating system or heat pump serving 80 percent of the living space.
Attic: $0.30/sq. ft. Existing must be R-18 or less, must install R-19 or greater
Wall: $0.45/sq. ft. Existing must be R-10 or less, must install R-11 or fill cavity
Floor : $0.25/sq. ft. Existing must be R-18 or less, must install R-19 or greater

For gas heated homes insulated on or before August 31, 2010
Home must have a central air conditioner serving 80 percent of the living space.
Attic: $0.20/sq. ft. Existing must be R-18 or less, must install R-19 or greater
Wall: $0.30/sq. ft. Existing must be R-10 or less, must install R-11 or fill cavity
Application must be received within 90 days of project completion. Additional qualifications listed below.
Qualifications for all insulation projects
Completed Incentive Application and required documentation must be received within 90 days of completed service (the date the work is completed) to meet eligibility criteria. Incentives do not qualify if work is performed as part of building code requirements. Areas that are not finished living spaces, such as a garage or a basement, do not qualify. Basements must be finished living space (ducted for heating and cooling) in order to qualify for wall insulation. Only above grade portions of exterior basement walls qualify. Basement floors do not qualify.
To ensure your home is below the maximum existing insulation depth requirements, please use the insulation depth calculator. Prior to your contractor recording measurements, take a peek in your attic and do it yourself!
Insulation may be installed by the customer or contractor. Self-installers are eligible for incentives on materials only. For self-installed insulation, please provide documentation of R-Values and square footage of insulation installed. This information will be listed on your register receipt or your insulation packaging. Contractor installations require invoice and proof of payment to receive incentives. Incentive will not exceed project cost. Work may be inspected. To find a Participating Home Improvement Contractor please use our list of Utah Participating Home Improvement Contractors. Incentives are limited to the square footage of the qualified area of the home (wall, floor or attic) and will not exceed insulation purchase price.
NOTE: Greater energy efficiency can be gained by insulating to higher R-values. Recommended Levels for your geographic area (Utah) are: Walls to R-21, Floors to R-30 and Attics to R-49.
