Designed to keep your home warm in the winter and cool in the summer, properly installed insulation can significantly lower your electricity bill. There are several common types of insulation – fiberglass, cellulose, rigid foam board and spray foam – all of which can help you save electricity and money. When adding insulation, make sure you know the R-value of the product you are considering. Used to measure the insulation’s thermal performance, a higher R-value will deliver more insulating power.

Qualifications
For purchases on or after March 20, 2010
For electrically cooled homes
- Attic: $0.15/sq. ft. Pre-existing must be R-20 or less, must install R-19 or greater. Final insulation depth upon project completion must be R-38 or greater.
- Wall: $0.30/sq. ft. Pre-existing must be R-10 or less, must install R-11 or fill cavity
For electrically heated homes
- Attic: $0.30/sq. ft. Pre-existing must be R-20 or less, must install R-19 or greater. Final insulation depth upon project completion must be R-38 or greater.
- Wall: $0.45/sq. ft. Pre-existing must be R-10 or less, must install R-11 or fill cavity
- Floor: $0.25/sq. ft. Pre-existing must be R-18 or less, must install R-19 or greater
- There is a $350 cap for all insulation incentives for the life of the home
- Incentive will not exceed purchase price
- Incentive Application must be received within 90 days of purchase or installation
- Electric cooling is defined as a permanently installed mechanical (compressor based) system delivering cooling through a duct system. This system must serve at least 80 percent of the living space
- Electrically heated homes must have a permanently installed electric furnace, heat pump, or electric zonal heating system serving at least 80 percent of the living space
For purchases before March 20, 2010
- Attic: $0.50/sq. ft. Pre-existing must be R-18 or less, must install R-19 or greater
- Wall: $0.50/sq. ft. Pre-existing must be R-10 or less, must install R-11 or fill cavity
- Floor: $0.50/sq. ft. Pre-existing must be R-18 or less, must install R-19 or greater
- There is a $650 cap for all insulation incentives for the life of the home
- Incentive will not exceed purchase price
- Incentive Application must be received by May 3, 2010
For all projects
Homes must have a central air conditioner, heat pump or electric heating system serving 80 percent of the living space.
Homes built less than one calendar year prior to the work being performed do not qualify for the incentive. Incentives do not qualify if work is performed as part of building code requirements. Areas that are not finished living spaces, such as a garage or a basement, do not qualify. Basements must be finished living space (ducted for heating and cooling) in order to qualify for wall insulation. Only above grade portions of exterior basement walls qualify. Basement floors do not qualify. To ensure your home is below the maximum insulation depth requirements, please use the insulation depth calculator. Prior to your contractor recording measurements, take a peek in your attic and do it yourself! Insulation may be installed by the customer or contractor. Self-installers are eligible for incentives on materials only. For self-installed insulation, please provide documentation of R-Values and square footage of insulation installed. This information will be listed on your register receipt or your insulation packaging. Contractor installations require invoice and proof of payment to receive incentives. Work may be inspected. Incentive will not exceed project cost. NOTE: Greater energy efficiency can be gained by insulating to higher R-values. Recommended Levels for your geographic area are: Walls to R-21, Floors to R-30 and Attics to R-49. Work may be inspected.
